Notes

This is SNAP — the Supplemental Nutrition Assistance Program, still called food stamps. It is the only means-tested program with a clean national person-count back to 1989. Medicaid is larger. SSI, TANF, and housing are smaller. Adding them double-counts the same people. Social Security and Medicare are not welfare.

  • SNAP participants FY1989–FY2023. USDA Food and Nutrition Service, average monthly SNAP persons, national. Historical tables compiled by Pew Research Center from FNS. Excludes disaster supplements.
  • SNAP participants FY2024–FY2026. USDA FNS National Data Bank US Summary, P-EBT/other excluded. FY2024 average 41,709,123. FY2025 average 42,382,439. FY2026 is October 2025–April 2026 average 38,729,397. Latest month April 2026: 37,011,096.
  • Share of population. Average monthly SNAP persons divided by mid-year U.S. resident population. Population is World Bank SP.POP.TOTL (Census-consistent) through 2025. FY2026 uses FRED POPTHM June 2026, 342.822 million.
  • What this is not. SNAP is food stamps. It is not Medicaid, SSI, TANF, EITC, housing vouchers, or Social Security. Adding those programs double-counts people and has no clean 1989–2026 unique-person series.
